In their thinking, they are not. In China’s thinking they are. The only way to settle it right now is with a war and nobody wants to go there.
I’m not sure which year’s numbers they are using – lowest number of births per capita in the world. That might change for 2012. It is very good to be born in the Year of the Dragon!
